The Dutch ladies needed a goal in extra goal to see off their fellow Europeans, as there were no goals in the regular 90minutes.
Jackie Groenen struck the winner in the 99th minute of play at Stade de Lyon.
They will now take on defending champions USA for the trophy.
The Americans beat England 2-1 on Tuesday night, to book their place in the final on Sunday, July 7.
